ISF Filing
The Importer Security Filing — ISF, or 10+2 — requires importers to submit specific data elements to CBP at least 24 hours before cargo is loaded at the foreign port. The 10 data elements include seller, buyer, importer of record, consignee, manufacturer, ship-to party, country of origin, and HTS number. The 2 elements — container stuffing location and consolidator — are submitted by the carrier. Late or inaccurate ISF filings attract penalties up to $5,000 per violation, and repeat violations draw higher scrutiny and potential cargo holds. The most common errors: using the freight forwarder's ISF bond instead of the importer's, submitting the freight forwarder's address as the importer of record, and listing the HTS at the 6-digit level when 10 digits are required.
