Nobody ships to Pyongyang directly. That's not where the compliance risk lives. It lives in transshipment — North Korean procurement networks using front companies in China, Singapore, Malaysia, and elsewhere to buy controlled technology through intermediaries.
All exports to North Korea are prohibited, with barely any humanitarian exceptions. UN resolutions add multilateral restrictions on top. But the work for compliance teams isn't about blocking direct trade that isn't happening anyway. It's about screening beyond the immediate counterparty into ownership structures and procurement patterns. If your goods reach North Korea through a front company, the enforcement action lands on you.
