Venezuela Sanctions Compliance

Venezuela is subject to US sectoral sanctions targeting the oil, gold, and financial sectors, administered by OFAC under the Venezuela Sanctions Regulations. Unlike comprehensive embargo programs, Venezuela sanctions are targeted — prohibiting specific categories of transactions rather than all commerce. However, the scope of designated entities includes the Venezuelan government, state-owned oil company PDVSA, and numerous Venezuelan officials and their networks. US exporters must screen Venezuelan counterparties carefully, as PDVSA-connected entities appear across multiple industries beyond oil. OFAC has issued general licenses authorizing specific transactions with Venezuela that have changed frequently — exporters should verify current license status before transacting.
