Section 301
Section 301 of the Trade Act of 1974 allows the US Trade Representative to impose tariffs in response to unfair trade practices. The China-specific measures introduced in 2018–2019 cover four lists of goods with rates from 7.5% to 25%, with additional IEEPA-based increases bringing some rates to 145% in 2025. Exclusions are product-specific and have expiration dates. Companies sourcing from China need to identify which list applies to each HTS heading, whether any exclusion covers their product, and how the IEEPA increases interact with existing Section 301 rates. We track list coverage by HS chapter, active exclusions, and USTR notices affecting specific product categories.
