Import Tariffs
Import tariffs in the US are set by the HTSUS and modified by trade agreements, trade remedies, and executive actions. The "general" rate in column 1 applies to goods from WTO member countries. The "special" column reflects preferential rates under agreements like USMCA, KORUS, and the US-Japan Trade Agreement. Column 2 — the old non-MFN rate — still applies to a handful of countries. Trade remedy duties (Section 301, 232, antidumping, countervailing) are assessed separately and stack on top of the general rate. For importers, knowing which column applies, which special programs the goods qualify for, and which remedy orders cover the HTS heading is the baseline for any compliant entry.
