The Harmonized Tariff Schedule of the United States has over 17,000 individual line items, and the duty rate, admissibility rules, and statistical reporting requirements all depend on finding the right one. CBP doesn't accept "close enough" — a misclassified heading can mean the wrong duty rate, a missing quota entry, or an AD/CVD order you didn't know applied.
