Steel Tariffs

Section 232 steel tariffs — 25% on most countries, with quota arrangements for some — have been in place since 2018 and show no sign of unwinding. Canada and Mexico are exempt under USMCA with steel melted and poured in North America. The UK, EU, and Japan have quota-based arrangements that cap tariff-free volumes. For downstream manufacturers importing steel-containing products, the Section 232 coverage extends beyond raw steel to derivative articles — certain finished goods with significant steel content are captured under the measure. We track country-specific quota fill rates, derivative product classifications, and the CBP ruling requests that clarify what counts as "steel-containing" under the measure.
